Which beginner knows how to use APIs when they are starting to learn how to code?

Unless you are talking about code completion, in which case I'd argue that recalling exact APIs is a fairly useless skill.
This is almost entirely wrong, I think. Though, to be fair, I did learn to program without an IDE.

Which beginner knows how to use APIs when they are starting to learn how to code? I am talking about beginners. By the time a coder is working with APIs, they are not beginners in programming anymore. won't you agree?
